Featured Work: Final axe falls on Fowler High School

Fowler was the first high school in Syracuse to join hundreds of schools nationwide, closed as part of a movement for more accountability. Spurred by federal laws like No Child Left Behind and Race to the Top, state education agencies now label the bottom 5 percent of schools, hold them to rigorous “turnaround” plans, and close them when they continue to fall short.
